Manchester City Found Guilty on 114 of 115 Premier League Charges; Liverpool Awaits Clarity on Title Implications

Manchester City has been determined guilty on all but one of the 115 charges brought against the eight-time Premier League champions for alleged financial regulation violations.

The charges were filed in February 2023, leaving clubs throughout the league—including Liverpool—in suspense regarding the potential consequences. A hearing took place at London’s International Dispute Resolution Centre beginning in September 2024 and concluded in December 2024.

City faced allegations of breaching Premier League financial regulations during the period spanning 2009 to 2018. The 115 charges encompassed allegations of failing to submit accurate financial statements for nine seasons, failing to disclose complete player wage information for six seasons, and failing to participate fully in the four-year investigation.

Throughout the proceedings, City has contested all charges. Although a determination has been made, the process may be prolonged through potential appeals.

According to The Athletic’s David Ornstein, the specific sanctions against the Etihad club have not yet been determined.

“The Premier League process continues with critical phases remaining, and is governed by strict confidentiality requirements. Consequently, Manchester City FC’s position aligns with the club’s statement from February 2023,” a City representative stated to the outlet.

“The club has consistently adhered to proper procedures over the past eight years, operating under the expectation that the Premier League board and executive would function as an impartial, objective, and equitable regulator, unaffected by partisan considerations.”

In a 2023 statement referenced by the City spokesperson, the club expressed that it was “surprised” by the charges while simultaneously “welcoming” the investigation being conducted by an independent commission.

Despite the verdict being delivered, Liverpool must continue waiting to determine whether any Premier League titles will be retroactively awarded to the Anfield trophy cabinet as a result of the investigation.

Various sanctions could be imposed on City as punishment, including a reprimand, financial penalties, points deductions, or even expulsion from the Premier League.

City could lose the titles it secured between 2009 and 2018 if subjected to a points deduction for previous seasons. Significantly, Liverpool finished as runners-up to Manchester City in both 2013/14 and 2018/19.

Nevertheless, analysts consider it more probable that any punishment will be enforced prospectively to prevent altering historical outcomes.

The verdict emerges as Man City transitions under new manager Enzo Maresca, who succeeded Pep Guardiola following the Spaniard’s 10-year tenure that concluded at the end of the 2025/26 season.

City commenced the ongoing season with five consecutive victories, currently leading the Premier League table with a three-point advantage over Arsenal.
